Aug 2 (Reuters) - A weak area of low pressure associated with the remnants of tropical storm Dorian, located just east of Melbourne, Florida, has a 30 percent chance of becoming a tropical cyclone in the next 48 hours, the U.S. National Hurricane Center said in its latest advisory.
Cloudiness and showers will continue to affect portions of the northwestern Bahamas and the coastal waters of southeastern and central Florida Friday, the NHC said.
"Conditions are favorable for slight development Friday and early Saturday as the system moves northward near the Florida east coast," the NHC said.

BOSTON (Reuters) - Former Boston mob boss James "Whitey" Bulger on Friday called his trial on murder and racketeering charges "a sham" and said he will not take the witness stand, as his defense rested its case.
"My thing is, as far as I'm concerned ... this is a sham and do what you want with me," Bulger, 83, told U.S. District Court Judge Denise Casper in the Boston court house after his lawyer announced he would not testify.
Bulger, once Boston's most-feared criminal, was charged with participating in the murders of 19 people while heading Boston's Winter Hill crime gang in the 1970s and '80s. He has pleaded not guilty, though his lawyers have admitted he was involved in extortion, drug smuggling and loan sharking.
Casper asked Bulger whether his choice not to testify in his defense was voluntary.
Standing in a dark collarless shirt, and trademark jeans and white sneakers, Bulger responded: "I'm making the choice involuntarily because I feel I've been choked off of the opportunity to give an adequate defense."
Bulger was listed as an FBI informant for years while running the Winter Hill Gang, but Casper has ruled that he cannot argue that he has immunity.
He fled Boston in 1994 on a tip from a corrupt FBI agent that arrest was imminent. He was on the FBI's most wanted list for years, but was not captured until 2011.
Lawyers for both sides are scheduled to present closing arguments in the case on Monday, and the jury is expected to begin deliberations on Tuesday.
Bulger was "at peace" with his decision not to testify, his attorney J.W. Carney told reporters outside the court house.
"I met with him afterwards. He was very calm and very pleased that he made the decision that he did, because he feels it was the right one," he said.
'HANDS ON KILLER'
Government prosecutors presented seven weeks worth of testimony from former FBI agents, hit men, drug smugglers, extortion victims, and family members of the dead to paint Bulger as a "hands-on killer".
Witnesses, including former partners of Bulger's, said he strangled women, gunned down "rats" who talked too much, and threatened drug dealers and businessmen with pistols and machine guns to force them to hand over cash.
Defense lawyers sought to undermine the testimony, saying many prosecution witnesses were ex-criminals who had cut plea deals, and that FBI files came from a Boston office that was tainted by corruption and mismanagement.
Tommy Donahue, whose father was an alleged murder victim of Bulger's, told reporters he had hoped Bulger would take the stand so lawyers could question him about FBI corruption during Winter Hill's reign.
"Whitey was on trial. The prosecution did an unbelievable job of showing what type of animal and savage he was. But also the FBI was on trial here," he told reporters.
Bulger's story has captured Boston's imagination for decades, and recalled a dark period for Boston's FBI when corrupt agents wined and dined gangsters and gave them tips that helped them evade arrest and identify snitches.
His story inspired the character played by Jack Nicholson in Martin Scorsese's 2006 Academy Award-winning film "The Departed."
Bulger was finally captured in 2011 in Santa Monica, California, where he had been living with his girlfriend in an apartment with stacks of cash and weapons.
Bulger's lawyer Carney said before Friday's hearing that Bulger wanted to forfeit the $822,000 found in his Santa Monica apartment as long as it goes to victims' families who lost civil suits against the government. That sum is a fraction of the millions Bulger reportedly reaped in his criminal career.
"He would like to see that money go to the families," Carney told reporters after the hearing.
Earlier in the week, Bulger's lawyers had asked judge Casper to let them show the jury photos of the Boston mobster relaxing with pets or posing with friends, a move to show Bulger's softer side that had been widely interpreted as a precursor to Bulger taking the stand.

LONDON (Reuters) - Britain said on Friday that it will close its embassy in Yemen on August 4 and 5 due to "increased security concerns", after the United States announced a number of its embassies would also shut on Sunday.
"We are particularly concerned about the security situation in the final days of Ramadan and into Eid," the Foreign Office said in a statement, referring to the Muslim holy month which ends on Wednesday evening.
The Foreign Office did not say there were any specific threats but said that it constantly reviewed the security of staff and its embassies.
The U.S. State Department said on Thursday American embassies that would normally be open this Sunday - including those in Abu Dhabi, Baghdad and Cairo - would be closed that day because of unspecified security concerns.
On Friday, it also issued a global travel alert.
The European Union said that it would be taking "all necessary precautions" following the U.S. announcement.
"We are aware of the move by the U.S. and we are in contact with our U.S. counterparts," European Commission spokesman Alexandre Polack said on Friday.
"Delegations of the EU in the affected region are liaising with U.S. embassies."

India Thursday extended an olive branch to its arch-rival Pakistan, saying it wants to develop "peaceful and cooperative relations" with the neighboring country, but in a "terror-free environment".
"It has always been India's policy to develop peaceful and cooperative relations with Pakistan. Naturally, this pre-supposes an environment free of violence and of terror," the newly appointed Indian External Affarirs Ministry Secretary Sujatha Singh told the media in the national capital.
India had suspended bilateral dialogue with Pakistan after the 2008 Mumbai terror attacks, in which over 170 people were killed by 10 Pakistani militants who entered the country's financial capital through sea route from the port city of Karachi. However, the two countries resumed composite dialogue in 2011.
"Dialogue with Pakistan was resumed in 2011. Two rounds have been held since then and we will be picking up the threads. There is a new government in Pakistan now. We will be picking up the threads from where we left off with the old government," said the 59-year-old top diplomat, who took office for a fixed tenure of two years.
Singh, who was earlier Indian Ambassador to Germany and succeeded Ranjan Mathai, also spoke of her immediate priorities.
"My immediate priorities would be in our immediate neighborhood. That is where our immediate interest lies and that is where our most intent interactions are. Beyond that, it is important to strengthen relations with our strategic partners all over the world," she added.

GRAND RAPIDS, MI ? To MLive readers, Barry County officials who recently approved plans to eradicate its mute swan population are targeting the wrong fowl.
Instead, another bird considered by many to be as much, if not more, of a nuisance as the swans should be killed off: the widespread Canada goose.
"The Canada geese are more of a problem," reader Paul Schramm commented on The Grand Rapids Press's Facebook page. "Parasites and filthy."
Others seemed to agree, saying the large birds congregate and leave parks and private property covered in feces.
"Canada geese seem to be the bigger problem," reader aktow said. "They are everywhere now and are pretty destructive. I guess this is where we leave it to the experts."
The conversation started after news Barry County would, over the course of five years, work with the Michigan Department of Natural Resources to eradicate mute swans.
Wildlife officials said the swans are an invasive species not native to Michigan, whose seemingly insatiable appetites can deprive other wildlife of food and harm ecosystems.
They also can be aggressive toward other creatures and even humans, DNR waterfowl expert Barb Avers said.
Unlike the swans, Canada geese actually are native to Michigan, Avers said. What's more, more than 60,000 waterfowl hunters in the state help keep their numbers in check.
Canada geese may be hunted at various times between late summer and winter, and their are daily bag limits.
"We try to balance that with trying to have as few nuisance complaints as possible," Avers said. "I look at them as completely separate" from mute swans.
Still, the geese are a pervasive presence throughout Michigan. There are more than 300,000 in the state, up from an estimated 9,000 in 1970, according to the DNR.
Though not as aggressive as mute swans, Canada geese are known to leave feces buildup in their wake.
This can be unsightly on lawns, and even elevate bacteria levels in waterways. High concentrations of bacteria from goose droppings have even forced beach closures.
Earlier this year, a Grand Rapids resident petitioned the city to evict Canada geese from the city's Riverside Park because of feces buildup.
"It is a serious issue," Grand Rapids Mayor George Heartwell said during the City Connection TV program in April, according to citizen news website The Rapidian, "and I want to treat it seriously."
Canada geese also have a habit of choosing "inappropriate" nesting spots, like bushes near buildings, according to the DNR. They also tend to be aggressive while nesting.
The birds also are known to damage agriculture. The DNR proposes control methods like hunting, using scare devices or dogs to scare the geese away, among others.
Overall, though, the species "aren't having this type of wetland vegetation impact" like the swans, Avers said.

Review ? Tone shifts wildly in animated/live-action hybrid.
It may seem strange and a bit esoteric that the plot of "The Smurfs 2" revolves around Smurfette having an existential crisis ? though when you think about it, animated characters ranging from Buzz Lightyear to Lightning McQueen have wondered about life?s meaning, too.
Of course, director Raja Gosnell ? whose r?sum? includes "Beverly Hills Chihuahua," "Scooby-Doo" and now two "Smurfs" movies ? isn?t exactly in Pixar?s league, and neither is this derivative and syrupy mix of animation and live-action.

The little blue heroes return in a story that shifts oddly from silliness to sentimentality.

Smurfette (voiced by the singer Katy Perry) is torn between her origins ? having been created by the evil Gargamel (Hank Azaria) to tempt the Smurfs toward evil ? and her adopted family of Smurfs, led by the gentle Papa Smurf (voiced by the late Jonathan Winters). When it appears to Smurfette that the other Smurfs have forgotten her Smurfday, though really the Smurfs are just planning a surprise party and hiding the cake and decorations, she thinks she doesn?t belong in Smurf Village.
That coincides with Gargamel?s latest evil plan. The old wizard, now performing a successful magic act at the Paris Opera House, sends his Naughties through a portal to kidnap Smurfette. Once back in Paris, the scheming Vexy (voiced by Christina Ricci) and dim Hackus (voiced by J.B. Smoove) try to persuade Smurfette to return to the dark side and give Gargamel the formula Papa Smurf used to turn her into a real Smurf.
Papa Smurf enlists a makeshift crew ? Clumsy Smurf (voiced by Anton Yelchin), Grouchy Smurf (voiced by George Lopez) and Vanity Smurf (voiced by John Oliver) ? to transport to the human world. There, they enlist their friends, married couple Patrick (Neil Patrick Harris) and Grace ("Glee?s" Jayma Mays), along with their son, Blue (Jacob Tremblay), and Patrick?s overly eager stepdad, Victor (Brendan Gleeson).
"The Smurfs" looks clean and polished amid the Parisian backdrops, befitting the characters? European origins. But there?s a big sore thumb in the animation, which is the poorly executed work on Azreal, Gargamel?s cat sidekick. The human cast gets its moments, and Gleeson (Mad-Eye Moody from the "Harry Potter" films) has an excessive amount of fun with the avuncular Victor.
The tag-teamed script, credited to five writers, sets up a parallel between Smurfette?s doubts about her place in Smurfdom and Patrick?s qualms about his stepdad. That?s an oddly deep message to embed in a frothy animated adventure, but Gosnell isn?t capable of maneuvering smartly between silly and sentimental, and the fun kiddie ride of "The Smurfs 2" bogs down considerably.
